On 25 October 2011, the European Parliament and the Council adopted Regulation (EU) No. 1169/2011 on the provision of food information to consumers ("the Regulation FIAC"). Regulation FIAC change the existing provisions governing the labeling of food within the Union in order to enable the consumer to take decisions in full knowledge of the facts and to use the food safely, while ensuring the free movement of food legally produced and marketed.


General requirements for labeling
For pre-packaged foods, the mandatory information listed directly on the package or on a label attached thereto. The labels must be easily visible, clearly legible and, where appropriate, indelible. The mandatory food information should not in any way be hidden, obscured, limited or separated by text or graphics or other elements likely to interfere. For packagings intended to be sold to the community and including items individually packaged, the mandatory information must appear directly on the package or on a label to it multiple apposta.Tuttavia, if the items individually packaged (multiple packaging) are units sale to the ultimate consumer, the mandatory information must appear on each article.


Allergen labeling
The list of ingredients, the food business operators must show the name of the substance or product. Therefore, it must be highlighted only the part of the name of the ingredient corresponding to these substances or products (such as "milchpulver"). Obviously, when the ingredient is composed of several separate words, it must be highlighted only the product or the substance causing allergies or intolerances (eg "poudre de lait", "milk powder").If all the ingredients of a food are substances or products causing allergies or intolerances, they must be mentioned in the list of ingredients and should be highlighted.
Member States may adopt national measures concerning the manner in which they must be provided with the information on allergens. In principle, to provide consumers with information on the food, also related to allergies and intolerances, so that he can choose on an informed basis, allowed all means: a label, other documents accompanying a food or any other means, including modern technology tools or verbal communication (ie oral communications verifiable). 


List of ingredients
All the ingredients that occur in the form of engineered nanomaterials shall be clearly indicated in the list of ingredients. The name of the ingredients is followed by the word "nano". The engineered nanomaterials should not be included in the list of ingredients when they occur in the form of additives and food enzymes, substances which are not food additives but are used in the same way and for the same purpose in the quantities strictly necessary, substances which are not food additives, but are used in the same way and for the same purpose as processing aids and are still present in the finished product.


Frozen
For frozen products must be clearly indicated the freezing date (day, month and year), must be reported also the place of origin.


Presence of water added in the finished products

The presence of added water that represents more than 5% of the finished product, and which can also alter the weight of the food, it must be indicated in the products of meat and meat preparations in the form of cut (also roast), slice , carcass or portion of meat; and fishery products, and these products prepared in the form of cut (also roast), slice, portion, filet or whole product fishery.


Nutrition declaration

The mandatory nutrition declaration includes the following elements: the energy value and the amounts of fat, saturated fatty acids, carbohydrates, sugars, protein and salt. The mandatory nutrition declaration may also be supplemented by the amount of one or more of the following: monounsaturated fatty acids; polyunsaturated fatty acids; polyols; starch; dietary fiber; minerali.Le vitamins and vitamins and minerals may be indicated if all are present in significant amounts
